We are seeking a highly skilled and experienced Assistant Traffic Engineer to join our team. The successful candidate will be responsible for managing a diverse portfolio of small highway and traffic engineering schemes, as well as providing support for larger projects. This role involves designing CAD layouts for various highway schemes, including pedestrian and cycling infrastructure, bus priority, congestion management, and road safety initiatives. Additionally, the candidate will oversee the entire engineering design process, from inception to completion, ensuring compliance with relevant regulations and financial management of projects.

Key Responsibilities:

  • Project Management: Manage the engineering design process from start to finish, including approval reports, consultation, legal requirements, and on-site implementation. Ensure projects are delivered within time, quality, and cost constraints.
  • Design Development: Develop CAD designs for highway schemes in accordance with current design guidance and legislation. This includes traffic calming measures and Traffic Regulation Order (TRO) schemes.
  • TRO Management: Oversee the management and delivery of TRO schemes, including liaising with Legal Services and maintaining TRO records using GIS-based mapping systems.
  • Stakeholder Communication: Communicate with residents, businesses, stakeholders, and elected members throughout project duration. Respond to enquiries and complaints via telephone, email, letter, and face-to-face consultation events.
  • Health and Safety Compliance: Ensure compliance with Construction Design and Management (CDM) requirements and Health & Safety legislation.
  • Financial Management: Monitor and control income and expenditure related to projects, services, and budgets. Display strong financial management skills to ensure efficient resource allocation.
  • Service Excellence: Ensure excellence in service delivery, providing management cover when required to maintain high standards of performance.
  • Autonomous Decision Making: Work within the overall policies of the council, exercising discretion and initiative in various areas of activity without constant management direction.

Qualifications and Skills:

  • Bachelor's degree in Civil Engineering or related field.
  • Proven experience in highway and traffic engineering, with a focus on CAD design and project management.
  • Strong understanding of relevant legislation, design guidance, and industry best practices.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with stakeholders at all levels.
  • Proficiency in GIS-based mapping systems and CAD software.
  • Demonstrated ability to manage multiple projects simultaneously and prioritize tasks effectively.
  • Sound financial management skills, including budget monitoring and control.
  • Knowledge of Health & Safety regulations and CDM requirements.
  • Ability to work autonomously and make informed decisions in alignment with organizational goals.
