Location: Hybrid (remote working with visits to Dublin office for 3-4 days in one pre-defined week per month)

Daily Rate: €900 per day

Codling Wind Park is a proposed offshore wind farm in the Irish Sea, set in an area called the Codling Bank, approximately 13-22 kilometres off the County Wicklow coast, between Greystones and Wicklow Town. The project is the most significant of Irish offshore wind projects and was successful in the first ORESS auction that was completed in May of this year. The project will submit its planning application to An Bord Pleanála in the coming months, expects to commence construction in 2026 and be operational by 2028.

Codling Wind Park is a 50:50 joint venture between EDF Renewables and Fred. Olsen Seawind.

With an expected capacity of up to 1300 megawatts (MW), it has the potential to supply the equivalent of up to 1.2 million Irish homes - 70% of all Irish households - with low-carbon, locally-produced, low-cost electricity, and to save almost 2 million tonnes of carbon emissions every year.

Representing one of the largest energy infrastructure investments in Ireland this decade, the project will deliver substantial benefits to the regional and national economy, including more than 1,000 construction jobs and around 75 long-term, locally based jobs.



Job Purpose

The Commercial Manager TSA/SAA will be the commercial lead within the wind turbine package (comprising the supply agreement and an associated service & availability agreement) for the Codling Wind Park, working closely with and for the wind turbine Project Manager to deliver the approved TSA/SAA commercial strategy.

The role is to provide a comprehensive commercial and contract management service for the wind turbine package from initial procurement through to contract award and subsequently post-award through to contract completion.

Codling Wind Park's offices are based in Dublin, however remote/flexible working is available. Some international travel is to be expected together with periodic attendance at the project's Dublin office.



Key Accountabilities

The key accountabilities for this role include, but are not limited to:

  • Preparing construction cost estimates based on current market intelligence and pricing forecasts.
  • Assessing and evaluating procurement risks (political, environment, technical, economic and legal) and developing appropriate procurement strategies.
  • Initiating and implementing project procurement plans, including obtaining buy-in from key internal stakeholders.
  • Purchasing market research/market intelligence.
  • Identification, qualification and selection of suppliers.
  • Identifying and promoting new procurement opportunities for the project (e.g. new entrants, innovations, cost savings etc.) in consultation with key stakeholders.
  • Supporting and inputting information for works packages including bills of quantities, key commercial terms, programme, risks etc.
  • Preparation and issue of requests for quotation/invitations to tender.
  • Leading evaluation of bids and co-ordinating inputs from the wider evaluation team (technical, legal, HSE).
  • Negotiation of commercial terms with preferred suppliers.
  • Ensuring timely award of a wind turbine TSA and associated SAA in accordance with best value, approved procedures and agreed project/commercial objectives.
  • Managing relationships with key suppliers/building long-term trusting relationships.
  • Providing general commercial support and advice to the business.
  • Compiling and evaluating periodic commercial KPI reports.
  • Managing commercial activities on business systems and acting as a point of reference for business users.
  • Promoting sustainable and ethical procurement in line with Codling Wind Park's sustainability ambitions.
  • commercial support post contract award to administer contracts to ensure best overall value (including payment assessments and certification, notices, progress reporting, claims management, insurance etc).
  • Reviewing and improving contractor KPIs and performance - cost, time, quality, HSE, sustainability.
  • Managing contract delivery risks through effective early warning/risk identification and mitigation strategies.
  • Contributing to delivery of contracts to time, cost, quality and HSE targets.
  • Variation and claims management.
  • Dispute resolution.
  • Final account settlement.


Person Specification

  • Background in procurement and contract management for major construction projects.
  • Proven ability to conduct successful commercial negotiations with suppliers.
  • Strong contract knowledge (FIDIC, NEC4, LOGIC).
  • Experience in the offshore renewables and/or offshore construction industry would be advantageous.
  • Experience in project cost planning and earned value reporting.
  • Experience in commercial administration of development and construction contracts.
  • Knowledge of project financial management systems is desirable.
  • Educated to degree level or equivalent in a relevant discipline (business, law, procurement, quantity surveying).
  • Possessing MCIPS or MRICS would be advantageous.
  • Comprehensive knowledge of the principles of procurement and contract management and a proven track record.
