Senior Economist / Regulatory Analyst
Location: : Brighton - South East
Rate: Neg (Permanent)
The Economics and Finance team, within the renewable power generation division of our clients’ Energy Unit, provides economic, financial, policy and strategic advisory services to Governments, Regulators, Project Sponsors, Investors, IFIs, Multilateral Funding Agencies and others. Primarily for policy appraisal and evaluation, regulatory reforms, infrastructure & development projects in both fossil and renewable energy.
They add value to their client businesses by providing support in project negotiations, executing M&A deals, conducting investment appraisal, feasibility studies, market modelling and forecasts, due diligence exercises, formulating national policies, developing business and risk management strategies and carrying out asset valuation.
The role requires working with a multidisciplinary team that examines all economic, regulatory and commercial aspects of various types of energy related projects. In particular this role will focus on the regulatory environment in different parts of the energy sector: Work will involve:
• Examining impacts of economic, technical and environmental regulation on energy markets, and stakeholders and advising potential investors
• Reviewing and evaluating Energy markets rules and mechanisms and Regulatory Risk
• Supporting Governments and Policy makers in developing Market mechanisms and Regulatory framework
• Establishment and Capacity building of Regulatory Authorities
• Assisting Regulatory Authorities or Utilities in Price Reviews, Tariff studies and analyses
The successful candidate may also be asked to support other economists in the following:
• Developing scenarios for energy markets looking at prices, energy production and use
• Investment appraisal for the energy sector, using DCF and CBA methods
• Developing models (generally spread-sheet based)
In addition, the role would involve managing or leading project work, retaining and developing relationships with clients and potentially developing new business opportunities for the Economics team.
Essential experience:
All applicants should be educated to degree level.
Good understanding of economic regulatory principles, frameworks and codes. This will have been gained within a regulated enterprise, regulatory authority or consulting organisation in the areas of energy, policy, economic or regulatory services.
• The ability to engage and influence key stakeholders, lead cross functional project teams and produce high quality reports
• Familiarity with the energy and utility networks sectors
• Understanding of the concepts and application of economic regulation
• Experience in the European energy regulatory environment, with a focus on electricity, is essential
Desired experience:
• Exposure to energy markets and trading
• Expertise in policy development (in the energy sector), including analytical skills
Essential skills:
• Good report writing and communication skills
• Excellent understanding of the energy regulatory environment
• Ability to work on own initiative or as part of a team
• Sharp analytical skills and the ability to present quantitative knowledge to non-experts
• Excellent working ability of MS Office, knowledge in other economic/statistical packages welcome
• Ability to meet tight deadlines and produce quick turnover
• Preparedness to travel worldwide on short business assignments
