Head of Commercial / Project Commercial Director

Are you a Commercial Lead, Project Commercial Director or Senior Commercial Manager with NEC3/4 Contract exp experience with a Infrastructure major project background (ideally Stations) and are ready to move to Head of Commercial working on Europe’s largest infrastructure project?

Head of Commercial is required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK.  Working directly for the client organisation on the project working on a landmark New Station Contract, £1.6bn in value NEC3 Option F Old Oak Common.  Working on Phase 1 of the project, which, is valued c£60 billion has 10 years left to run, excellent opportunities for development and progression. 

Head of Commercial will be working on the £1.6bn Old Oak Common Station you will report to the Commercial Delivery Director and you will be responsible for delivering commercial activities with the Delivery teams. The role provides leadership to all HS2 commercial staff engaged in the management of the major infrastructure contracts required to deliver the HS2 vision. The role is also responsible for providing commercial input to procurement of these contracts. It will also be accountable for co-ordinating and aligning commercial activities with other senior functional and delivery leaders within the Integrated Project Team (IPT), including supply chain.  You will directly manage a commercial team of 10 including 3 Senior Commercial Managers

Commercial Lead BBVS – Old Oak Common £1.6bn Contract NEC3 Option F

Balfour Beatty, Vinci & Systra - Set to be the best connected and largest new railway station ever built in the UK, Old Oak Common will become one of the country’s most vital transport super hubs. The station is expected to be one of the busiest railway stations in the country.

The new HS2 Old Oak Common station, in the Old Oak and Park Royal area, will sit across three London boroughs: Brent, Ealing and Hammersmith & Fulham.

The station will have 14 platforms, a mix of six high speed and eight conventional service platforms, with an 850m-long station box. It is expected to be one of the busiest railway stations in the UK, with high speed rail services to the Midlands, Scotland and the North, and access to central London and Heathrow via the Crossrail Elizabeth Line.


Work Situation – Hybrid

There is a flexible hybrid working model, with Senior Commercial Manager generally working 3 – 4 days from site office.  Overall this is a very flexible modern employer.

Duties and Responsibilities


 
Pre Contract

To be responsible for providing the appropriate commercial input to the development procurement and commercial strategies and package procurement plans for the major infrastructure contracts that are to be awarded to ensure affordability and value for money.

To be responsible for supporting the Procurement team in the development and delivery of tender and contract documentation including terms and conditions and associated commercial mechanisms, works and site information to consistent with strategies and procurement plans.

To be responsible for supporting the development and execution of tender evaluation models and plans.        

Procurement

To be responsible for providing appropriate support in the evaluation of, moderation and negotiation of tenders and to provide support to deliver Contract award.

To be responsible for supporting the delivery of HS2 governance.

To be accountable for developing a contract management plan.

To be responsible for supporting contract readiness.

 

Post Contract

  • To be responsible for the contract management of the major HS2 infrastructure
  • contracts to maintain effective commercial control including assessment of;-
  • variations and compensation events
  • Contract payments
  • Performance incentives
  • Final cost estimate updates
  • To be accountable for effective cost verification.
  • To be responsible for supporting monthly MBR and contract performance reviews and   other ad hoc reviews.
  • To be responsible for the settlement of supply chain disputes.
  • To be responsible for providing day to day ad hoc contract and commercial advice to client team.
  • To be accountable for leading the identification of opportunities for project savings and develop proposals / business case for approval.
  • To be responsible for creating a collaborative culture within the Integrated Project Teams (IPT) that encourages innovation, enhances functional capability, consistency of performance, maximises the benefits of knowledge sharing and embedding industry best practice across the organisation.
  • To be accountable overall for the commercial relationship and engagement with key contractors.  
  • To be accountable for leading and reviewing estimates (at all stages).

 

Leadership

  • To be responsible for providing second corporate governance approval of change and risk draw down in accordance with corporate governance requirements.
  • To be accountable for leading commercial resources, agreeing objectives, managing performance and development to ensure staff have the necessary skills and support to deliver in their roles.
  • To be responsible for providing domain knowledge in the development and maintenance of efficient and effective contract and commercial management policies, processes and procedures.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.

 
 
Candidate Overview


Commercial Head will be Degree and ideally Chartered (or with equivalent exp) - Strategic Commercial Lead but still will get involved in project delivery ideally from a Quantity Surveying background.  Must have experience of administering and being responsible for large complex projects using the NEC3/4 suite of contracts, with a major heavy civils project background.  Ideally will have experience on major Station project or slimiar (Airport etc)


This is a leadership role hence the candidate will have experience managing commercial teams and will have a background with either Client, Consultant or Main Contractor experience.  Interested in candidates with experience in large complex public funded infrastructure projects such as major rail infrastructure projects, highways, airports, energy/power, are all of interest.

  • Ability to develop commercial and procurement strategies and plans for major and complex infrastructure projects.

  • Ability to negotiate with both internal and external parties, to settle disputes whilst maintaining business critical commercial relationships.
  • The ability to manage diverse internal and external stakeholder parties to achieve successful project outcomes.
  • The ability to develop and improve commercial policies, processes and procedures.
  • The ability to lead, recruit and develop commercial teams in a complex organisation.
